Abstract:
The paper describes the structure and characteristics of Korean archive legislation, how it was developed and encompasses the whole lifecycle of records. The system of records management is further explained together with the archival reference service.
Target audience:
Archivists and record managers of the governments, electronic records managers, and professionals experienced with or interested in developing electronic records and archives management system.
Overall purpose and significance of session:
Emergence of Governance focuses on transparent administration and effective archival management. This session describes how the National Archives of Korea developed and enforced a legislative system that successfully enables encompassing the whole lifecycle of records for this purpose. It will also introduce an archival management model that meets the relevant international standards and innovates governmental administrative work process.
Content description:
The first segment will focus on the structure and characteristics of the legislation related to the Archives in Korea encompass the whole lifecycle of records including their creation, classification, recordkeeping, and archiving. The new records management system is based on the business process for transparent administration. The records management system based on the business process will be explained with its main slogan ‘no record, no Government.' It will also present the “National Archives Portal" website. The second segment will describe how the NAK enabled archiving public administrations, systemized business process, and converted preservation formats from analogue to digital. It will highlight how NAK case is different from that of other countries; after showing the implementation process of this archival management system, it will conclude by demonstrating the actual records management system (RMS).
